What is a question set, what is a question, and how they are related. 

In Inspera Assessment, we use the terms "question set" and "question". A question set is used to group and structure a number of questions. There is a number of different question types to choose from when authoring a question set. When setting up an exam, the question set is used for presenting the question(s) to the candidates.

It is possible to create questions outside of a question set, but best practice is to create questions in the context of a question set. Questions can be used in multiple question sets. 

In the tab "Author", you can choose to list either "Question sets" or questions "Questions":
